I do not think what is being proposed (if anything is being proposed) is an academic curriculum for 3 and 4 yos.
The only type of preschool I wouldn't be opposed to would be a high scope or montessori curriculum. But I really don't see that happening, considering all the government subsidized programs I've worked in. Even head start is not academic, and it has shown to be completely ineffective. I also feel pretty strongly, after all that I've read on child development, that children should be at home with their parents at 3 or 4. I think it would be better for kids and more cost effective to just require parents take child development courses and provide them with resources to do enrichment type activities at home and give them books and tell them how important reading everyday is. I got lucky with my son and stumbled upon a book at the library about early literacy when he was an infant. Until then, I had no idea how important it is to read and talk A LOT to your kids, even when they are infants.

I dunno... I read to my firstborn all the time when she was a baby. But when my son came along a couple years later I was too tired to bother much. Now my daughter is a mediocre high school student with little interest in academics, while my JHS age son is at the top of his class.
No, we don't need more taxpayer funded "programs" for kids. We need adults that will be parents to their kids.
That is the elephant in the closet that will not be addressed because that is one problem the government cannot fix.
Pre-school would be 3-4. Get that going for a few years and they will come up with something from birth-3 because pre-school isn't working.
When I was in kindergarten (1/2 day) we learned to tie our shoes and sing the ABC song and how to play nice with each other.
Today they are writing sentences, reading books and doing algebraic math.
