Because the CIA generally doesn't have bases all over the world. They use Stat Dept. facilities so they can use Diplomatic Immunity.

State dept, facilities are consider U.S sovereign property and the host nation CANNOT has to trat such facilities as U.S soil.

Benghazi was neither an embassy nor a consulate. In fact that is what the WH edited in the talking points because the talking points referred to Benghazi as a consulate.

Diplomatic immunity is granted on people, not a CIA base.
Many CIA agents are classified as administrative and technical staff of the U.S. Consulate in order to get diplomatic immunity.
