Why is the nypd so racist (suspect, claim, world, Americans)

I was watching a video in NYC from the summer of 2001 on worlds wildest police videos. It took place in a late night hour pizza place in Brighton Beach(aka Russian Beach which has a large population of Russian Orthodox Christian's since the post WW2 era and again in the early 90s with the collapse of the USSR)Brooklyn, NY. The shop owner was a Russian immigrant and his son was in late mid 20s. There was an unrelated altercation outside, one skinny black male bashed in a window of the store when he was angry about a fight with someone else, the father yelled he was calling the cops and he did it again, the father tried to hold his son back who actually knocked his father down(the son was about 5'10 with slicked back dirty blond hair and muscular) to attack the suspect, he bashed the mans head into the store glass window at least 5 times and punched and kicked him , he then restrained him while stretching his arms behind his head and kept saying if you move "ill kick your head in the pavement"
He then flagged police down exclaiming here he is, the cops arrested the suspect and did not even integrate the Russian soviet ... This goes to show they don't care about black rights. Violent soviet expats can beat on Americans.
