What law?

Waiting for OP to provide a link.

Maybe it's just the OP's idea, and I think it's a good one.

Both are a poor use of taxpayer money.

Me too. As has been said on the Weather Channel, an interior room won't save you in an EF5

Why? There may be dozens of school children dead. We could put unemployed Americans to work building these shelters. Why is saving the lives of Americans a "poor use" of taxpayer money?

With global warming extreme weather events are only going to increase in frequency and severity. We already know this. Time to get prepared.

No we lessen the debt and tax burden on working americans and let them decide what gets purchased with their own dollars.

I think of those poor school kids in Oklahoma being told to "hold on to a wall". In the meanwhile, as televised coverage shows, the whole school is nearly obliterated. But we can't build friggin' holes in the ground?!!! And yes I know the ground is hard, but that's what dynamite is for.

You and your tax burden. Is there nothing more important to you? Not even the lives of children? Public spending ADDS to economic growth. Workers get paid and then they spend their money on housing and consumer goods which has a multiplier effect. Limiting government spending during a recession or a recovery has the opposite effect ---it contracts the economy and impedes growth. You obviously don't understand basic macroeconomics.
