The point is the media are being stifled, intimidated, etc. Without a free press, democracy cannot function.

Because they will lose their jobs if they talk about specific cases/applications/tax returns. All the media has to do is ask about one of the taxpayers that have gone public. If they answer, they're toast.

I would think that concern would come under the purview if the IRS not DHS.

Ultimately, we’re not going to have any choice other than to reign in runaway spending for The Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI). Also, with all the powers granted to these institutions under the US Patriot Act we’re witnessing inordinate levels of unethical behavior and corruption. For example, it’s come to light that the FBI is using agent provocateurs to inflate its success rate fighting against radicalized extremists.
Many civil liberties advocates also worry that these extrajudicial powers are leading to a STASI-like “Police State” and that argument is gaining momentum after the IRS scandal and the revelations about the Department of Justice's overreach with respect to a leak investigation involving the Associated Press.
