Depends on who you are.

If you are an eligible voter, being denied harms you.

If you are not an eligible voter, being denied does not harm you, but voting illegally allows you to inflict harm on the system.

Either way, the integrity of the electoral process is harmed.

What do you mean by.."should have not voted"?

Even your contention that someone "eligible" is under descriptive.

An 18 year old citizen is eligible to vote, but may be denied for not registering.

Be more descriptive in your examples if you wish an salient answer.

This. And make the ID cards free for people who can't afford them.

Sure, there will be 0.001% of the voters who fall through the cracks, and if those few voters are minorities the press will trot her out and yell, "DISCRIMINATION!!" But ultimately, no one will be denied the right to vote. Worst case is they vote with absentee ballot. If getting to the DMV is too much trouble, then getting to the polls should be equally troubling. Just stay home and mail in your vote.
