That means that – since Gallup started the poll in 1973 – no institution from a list of 16 has been trusted less than Congress is now, including: big business, the medical system, newspapers, television news, HMOs and banks.
The Gallup poll shows that just 10 percent of Americans say they have “a great deal” or “quite a lot” of confidence in Congress, down three points from last year. That low level is relatively consistent between Democrats, Republicans and Independents.
And yet, people either don't vote or vote based on some superficial nonsense like "I'd have a beer with him."
It sure does seem that our politicians are not interested in acting on behalf of us, the people. Seems they are much more interested in acting on behalf of donors and lobbyists.
Translation: thanks to the internet, even the dumbest among us know it's all a game, the country isn't worth fighting for anymore, fundamentally broken systems, etc. but alas, we have two options:
A) walk downstairs for breakfast, execute the kids, then self
B) get up and go to work.
Most choose B, and act as good little worker peasants for the upper class. And on it goes.

Congress critters have a re-election rate of about 90%. Isn't that by definition a 90% confidence rating? Splain that one to me, OP.
I can't speak for everyone, but a common reason is that people have no clue who to vote for when it comes to voting for Congressmen, so they don't vote at all, or just vote for the guy who is already in office thinking he/she must be good if already in office.
Gerrymandered districts, weak or sometimes nonexistent opposition.
I believe if you poll people in those districts they overwhelmingly approve of their Representative. They love when they bring home the goodies but fail to think about the nation.
PS- Gerrymandering has caused more division in our nation than any media outlet. That has caused the huge move to the extreme wings of the parties.
