Even the U.S. State Dept in a 2012 publication states that any possibly statutorily derived NBC "status" does NOT necessarily imply Constitutional Presidential eligibility:

Would such a person born abroad be born a citizen? Yes.
Would that person be Constitutionally POTUS eligible? Not necessarily says the State Dept.

Course, maybe his mother naturalized Canadian before he was born.

Exactly. The conferment of "natural born citizen" status to those born abroad to a citizen parent(s) was eliminated.

Thus, those of such birth circumstances were born citizens, but NOT "natural born citizens."

Ignoring that their refusal to take a position does not constitute actually taking a one, the State Department doesn't have a vote on that issue. You might not have noticed, but the Constitution affords them no role in determining Presidential eligibility.

A statute cannot eliminate the intent and understanding of the Constitution's Framers. The 1790 law proves that the Framers understood the children of citizens born overseas to be NBCs. The choice of a later statute to use different language eliminates nothing.

You've missed something very important. The Constitution specifically mentions "natural born citizens," not just "born citizens."

I guess "yes" and "no" are merely "different language" for meaning the same thing to you.

I'll bet your mother yelled a lot at you, "I said NO!"
