That's the point. Most of the spying is not to fight terrorism, but simply in the name of corporations, i.e. industrial espionage. That is why US secret services are so busy in Germany, reading and listening in to 500m communications per month.
The Europeans are being weak. They should give Snowden asylum in appreciation of the information.

Sure, why not? Especially compared to Western European governments, U.S. government has shown again and again it has no trouble lying to American citizens about secret activities and getting involved in clandestine affairs, encroaching on civil liberties, and generally stirring up trouble. People can say what they want about policies of countries like Germany, France, The Netherlands, etc., but whether you agree with them or not they are done in the light of day and citizens of those countries are aware of what is going on, at least relative to how much Americans know about what are elected officials and their appointees are up to.

LOL - and those would have been the easiest countries to eaves drop on because they are all English speakers! Of course, I know that there is no trouble interpreting foreign languages. It is interesting though that those were the countries exempted. If nothing else, it is small surprise that we (in the 'official' sense) have the strongest ties to other countries that share the same language.
