I wonder if the Chinese government would take notice of the wishes of say 50% of the people, so not much chance of them worrying about less than 2%.

No one I know wants unhealthy workers with no social safety net. We do like the cheap source of labor. Which is what we've got, thanks to Mao and his absurd megalomania, thank you very much.
