Not all economic regulations are created equal. And many of China's economic problems are due to lack of regulation/social spending, things like that.

I wonder if the Chinese government would take notice of the wishes of say 50% of the people, so not much chance of them worrying about less than 2%.

Before the Iraq invasion 2003 a higher proportion of Brits marched against the idea on the streets of London but were there opinions influential with government?

Certainly China never truly communist but then who has ever had this utopia? Dictatorial in the extreme since Mao se Dung. Ruling elite see commerce simply as a way to power in the world.
