Political asylum is is reserved to those fleeing ethic, racial, or political persecution. He broke very specific laws, the violation of which he would be prosecuted for in each and every country that he has applied to for asylum. The only justification that any nation, including the U.S., for granting asylum would be that if he were to be returned to a requesting nation he would face torture and/or a political trial. When Snowden is returned to the U.S. he will be granted all the rights of any individual charged with a crime; the right to counsel, the right to be tried in open court by a jury of his peers. Snowden does not fit any of those categories or conditions which is why so far no nation is willing to grant him asylum much less immunity from extradition.
