That doesn't imply big government at all.
If he were intellectually honest, however, he would simply say that liberty is being free from authority but that doesn't mean you won't be held to social norms in any given society.
But he really wants a state to enforce his norms...and probably a federal government to assure bureaucracy runs without a hiccup. But you can't simply extract from that statement alone.

One thing we do know is that collectivism/liberalism/statism goes hand in hand with authoritarianism. Collectivism inherently means that individuals get to make fewer of their own decisions. Many things are decided for you, by the collective, i.e. the state.
This is how deranged the GOP mindset is today. Fascism = freedom.
The liberal mindset is just as anti-freedom they just want to restrict different freedoms. Libertarians are the only ones that truly care about freedom.
