So saying Los Angeles was a joke right.

If Camden isn't a city, then what is it? A hamlet?

It will happen in smaller cities such as Gary (where it has already happened) but not to major cities.
True but keep in mind JHU and the hospital are the biggest property owners in the city and they're tax exempt. You have a high property tax rate, high office vacancies, poor schools and high crime. Hopkins can't save Baltimore from the human capital problem.

I mean as in the city currently has only 2/3rds of its peak population and the decline accelerated last decade.

Atlanta (and all of Georgia for that matter) FINALLY made a wise decision during the last election. They voted down TSPLOST. Not that it wasn't a worthwhile project... instead the focus was on the fact that there was no accountability by the politicians spending the money. I think it'll pass eventually when details are given. It's a nice change to see everyone on the same page when it comes to accountability, so I'm hoping Atlanta is going to hit another upward trend...
