Actually yeah, that's a big part of it. A number of countries filter out the bottom academically into trade tracks etc etc. so they don't get counted in country comparisons.

Heck, there have been several cheating scandals even here in the US where school districts have boosted their scores by not testing the worst students and other shenanigans.
