1. A personal property tax. Upon annual collection, IRS would issue tax stamps that must be kept with the firearm and presented to law enforcement like a fishing license.
2. Non-compliance (possession or transport of untaxed gun) punished same as with contraband weapons under the current National Gun Acts. (Long prison sentences and high fines).
3. Funds to be used for tax collection, non-compliance enforcement, victims compensation, and reduction of the national debt.
Well . . . beyond the fact that the Supreme Court has already spoken negatively about licensing and taxing the basic exercise of a fundamental right and this would obviously fail under any application of strict scrutiny afforded to fundamental rights, I must ask, what do you think this would do?
And would the bottom 47% of gun owners be exempt? How about higher gun taxes for those who own the best 2% of firearms?
