As more and more things that were once taboo, it's harder to find things that will titillate the senses with forbidden activities.
Used to be 'bored' kids got all excited by getting away with smoking corn silk behind the barn or got a big thrill out of stealing a candy bar....now gangs of them get together in 'flash mobs' to decimate a store.
Of course, if the little bastards were kept busy and tired from doing something productive, they wouldn't be so bored.

One of the boys confessed that they were just bored and decided to kill someone. This guy happened by at the wrong time. Imagine hanging with your friends and just deciding to kill someone because there's nothing else to do. What's wrong with these kids?

Happens in the military all the time. Sociopaths are bred many ways.

Should this be a hate crime?

When we were bored my aunt would tell us to go play on the freeway we never did! Kids need to learn being bored is a part of life, some seem to think their whole waking hours ought to be planned with fun. Maybe, these kids should have gotten a part-time job or volunteered some where, wonder how they were raised in thinking killing would be "fun."

I don't know, I disagree with the entire premise of "hate crimes," in which the court tries to dig inside the mind of someone and search for intent or what you were thinking at the time. I also disagree with the notion that you should be further punished for what motivated you or the class of person you killed.
