Black people have had the highest unemployment rates in the USA, no matter who was president. I don't believe the President is the reason Blacks have such high unemployment rates. It has been like this for a long time, long before President Obama, long before former President Bush Jr, before former President Clinton, before former President Bush Sr. Black Americans have had the worst unemployment rates of anyone in the USA for a very long time.
