If your claim is true - then we need to redo our execution procedures. Bulldogdad's suggestion with the pigs seems cost effective..

Bring back the Pershing Doctrine.

They welcome the chance to die for Allah. Like Gen. Pershing, we must show them that they won't get to Muslim heaven (which they believe has an endless supply of virgins) but instead will die with the hated pigs of the devil.
It's questionable whether the above legend is even true.

But now would be a good time to make it so.
