There was a war plan put out in 2003 where the US was going to take down all these countries in 5 years.
It's taking us a little longer than planned though. 7 ME countries in 5 years is our war plan since 9/11.

Unfortunately McCain and some others have allowed themselves to be somewhat compromised by the new and fading GOP of extremes. They need the primary votes, so they feel they must tell the most vocal group what they want to hear. After all, legislating has nothing to do with legislation, just money.
