I tend to notice that everytime Obama appoints or nominates someone to become part of his cabinet, people has to whine about them not being qualified.

Anthony Foxx was the recent cabinet member to be appointed by Obama and criticized by some people of the public because they view him as unqualified due to his race.

Why do people criticize Obama's cabinet appointments? Why can't they just give him or her a chance?

Because it is what right-wingers do. They will complain about anything Obama does no matter what it is. if Obama found the cure for cancer, they would complain that it is putting doctors out of a job. It's the way they work.

What is the criticism? He was confirmed 100-0 by the Senate with no battle. He has no experience in Transportation other than they added a new runway to the Charlotte airport while he was Mayor - but lack of experience is pretty common in these Political appointments. Foxx is a history major and has a law degree - he has spent his entire career in Law until he ran for City Council and then Mayor. He served one term at each. What are the complaints?

Yeah, no other President has ever had his appointments criticized, some to the point of withdrawing their name from consideration.

Why are some appointments, from Presidents of either Party, criticized?

Sometimes it is politics, other times there are questions about qualifications. Often prior actions call the candidate's suitability for the office into question.

An example of that would be Sen. John Tower whose flirtation with women when he was drinking made him unsuitable to be Secretary of Defense. Of course since he was a Republican and unlikeable as a Senator that was all that was needed to disqualify him.

A couple of Clinton's appointees had issues, one was because of writings she had done advocating weighted voting in which some voter's votes would count for more than others, I believe her name was Lani Guiner. Another of his choices had illegal alien nanny problems compounded by a failure to submit payroll taxes for the nanny.

A couple of Obama's appointees had IRS issues, although they were subsequently confirmed.

Like it or not the Constitution outlines the Senate's role in "advise and consent" for Executive appointments.

Obama is the first U.S. president to completely serve in a robust internet environment.

It all started with Bork. You can thank Lamocrats for the current environment.
