Of course, that's a federal issue and not a state issue. Thus, the governor can't fix it. He just has to deal with the hand he's dealt.
While I don't disagree that the system needs to be fixed, and typically for better reasons than most people, it's unlikely to happen at any point in the near future. The current Congress has proven unable to pass any real legislation. Thank the tea baggers in our party for that. That's unlikely to change at any point in the future given that so many people in the party aren't willing to compromise to fix the situation.
It's too bad that Reagan capitulated to big business and didn't fix this mess back in the 80's. It's funny how we all complain about it now, when really it was our mess to fix back then and we failed.
Both US parties want more illegal immigrants and want to do absolutely nothing about the US' immigration problems. Too many people are making money off it.
Furthermore, I don't even think too many Americans want to do something about the US' immigration problems. They're unwilling to make the changes in US society that would be necessary in order to stop illegal immigration.
I'm ashamed of Gov Brown for doing this. Even worse was when Gov Brown said that they no longer need to fear being stopped when "on their way to work". Why should an illegal have a "right to work" in our state?
Isn't this a question for all the people in your state who employ them and who would be terribly inconvenienced if their housekeeper, nanny, landscaper... couldn't get to work on time?

Why should we compromise? Why not just enforce the laws on the books? Why not just remove the incentives for them to remain here and continue to come here such as jobs, benefits and birthright citizenship? Let's not blame Reagan for the Democratically controlled congress that failed to secure the border as promised. Reagan lived to regret signing that amnesty after that.
By the way, they aren't teabaggers but teapartiers and I am glad they don't any amnesty either. Amnesty will not "fix" the situation. It will only make things worse and for the future also.

Nice dodge there. The question is being asked because it is a violation of our "federal" immigration laws for them to work in our country, period. Most Americans do not employ illegal aliens. It is only the greedy ones that do. All the jobs you mentioned above, Americans have always done.

But of course we are talking about the same people who fund the PACs and arrange campaign fund-raisers for their personal politicians. If the money people didn't want the Governor signing this legislation, it wouldn't have happened.
