And if they're giving them away, why wouldn't the 4th largest US metropolitan area want one? Besides the fact that terrorists like to hit major cities, there are plenty of crazies around that might like to blow stuff up too.
I hardly think DPD needs or intends to use the MaxxPro to take out someone with a handgun.
A number of states have vehicles like this for dealing with SWAT type crisis as well as in certain hurricane situations where their weight and armor make them ideal for rescue operations.

The LAPD is rather proud of all the equipment they use to police their city. Heck of a lot of firepower and equipment to protect their citizens, under the strictest gun laws in the US. Why is California's homicide rate higher than Texas?

What we have used in the past has not worked to the point where we need tanks and SWAT vehicles - for hurricanes and rescues?
