No. Obama is only the Executive Branch 1/3rd of the government...and has OVERSTEPPED his legal constitutional rights on this bill.
The law has been BROKEN by HIM.
HE DELAYED the law for businesses with exemptions/waivers. And now refuses to delay it equally for the citizens. Even the UNION BOSSES are mad about it. Saying Obamacare regs are killing their healthcare.
HE BROKE the law as it was passed by providing subsidies to the Congress and other including the White House STAFF. Those subsidies are NOT IN THE LAW.
Those were the TWO THINGS the House requested to fund the thing. But NO. His Highness made the illegal deals and refuses to make it right now.
Here are the 9 LAWFUL exemptions as codified. NOTE there is no mention of BUSINESSES or POLITICIANS or White House STAFF.

The decision to delay the law is nothing new, past Presidents have delayed implimentation of laws in the past.

And the Senate and the President have to APPROVE what the House budgets - they are doing THEIR job.
If the House wants to get the budget passed it has to be something acceptable to the Senate and the President.
It's already been made clear that the stopping or even delaying of Obamacare is NOT going to happen (top GOP folks have ADMITTED as much). Now the GOP is simply looking for some kind of concession to save face (also already admitted).
The GOP-controlled House can hold out as long as they want - it will be THEM who pay the price in the next election.

The House will not approve any expenditures of tax payer's monies, especially expenditures connected with Obamacare, until changes are made to Obamacare. They are just doing their job.

It takes more people on the job to enforce a shutdown than if the government was functioning with some sense of normality.
