Obama and the current military are taking queues from the Israelis. Israel already knew that host countries protect terrorists because they've been bribed to do so. So as in the past, Israel has either gone after a terrorist or used a drone for when they couldn't. The US is doing the same thing. And it really has nothing to do with the gov't writing checks. It was paid for before they left the base.

If the US were Russia, then it would be done that way. This is why its extremely rare to here of a terrorist attack on Russians. Russia does not do things for PR. They do what they do to make a statement that they have zero tolerance.
