And? Enrollment just began, people don't have to sign up the first day. Most people like to see what is offered and educate themselves before making a decision.

The concern over the lack of sign ups isn't about doing due diligence. The concern over the lack of sign ups is about the success or failure of ACA in totality!
You forgot that Obamacare is not an option, it is the law. You must sign up unless your have an employer sponsor plan or pay a penalty. Of course, most people will just pay a penalty in the first 2 years when the penalty is $95 and $295 respectively. Of course this penalty is not even enforce.
You seem to be willfully ignoring that people can spend some time signing up, and not sign up the first week or start getting penalties.
Where do you get your information that it cannot be enforced, and most people will pay the penalty?
The state of Maryland says it has thousands of people interested in buying health insurance on its new state-run exchange, but only 326 so far have actually enrolled in new coverage.
The site has been down pretty much like the Healthcare.gov site. Most people wont enroll until they have had time to look at all the options including getting insurance outside the exchange. My wife probably wont enroll until some time in December. We have as many as 27 plans to look at.
