The 40 hour work week is a myth. Most full time non exempt employees do not work 40 hours a week.
40 hours has long served as the threshold between straight and over time.
Part time jobs have been the trend going back to the late 60's.
Retail and food services became the largest employer segments in the 80's. Both segments are known for part time employment because employers insist on scheduling flexibility and want to avoid any chance of paying OT. Many of these employers offered sub prime healthcare policies to their employees, high deductibles, low lifetime caps and plenty of exclusions.
ACA has been a convenient scapegoat for some employers.
It is my understanding that young healthy people will be able to buy high deductible catastrophic policies that are ACA compliant, meaning no lifetime caps and no exclusions. The benefits are superior than what previously was available in most open markets. And no doubt about it, they will cost more in some markets.
