Does this propose that people on welfare = people who do not work?

Because the majority of people on welfare are in the workforce.

Teachers, law enforcement, medical personnel, firefighters, military personnel all receive government salaries. Yeah, sure. We really don't need all those doctors and nurses in VA hospitals, all the folks who make our passports, or all those law enforcement guys who stop the illegal aliens and the foreign terrorists. Or just catch criminals that cross state borders.

No need for any park rangers or forest rangers. Or meat and produce inspectors. Or FEMA workers. Hell, we never have forest fires, park accidents or hurricanes anyway.

Shoot. We don't need new roads or bridges. Our bridges never fail. Our airplanes never crash, and our electricity never goes out. Our sewers don't pollute, and we never catch exotic diseases that come from other countries. No need to have any of the guys who work on all that.

No need for postal inspectors. Let some nut send a bomb in the mail, as long as it isn't your mail. No need for air traffic managers, or customs agents, and we sure don't need the Coast Guard. it's just another big expense of the Treasury Dept.

And while we're at it, lets do away with all the record keepers. My kid will never need his social security card replaced or his MediCare records revised.

Why not get rid of all the Federal judges? They don't do anything.

All government leeches and welfare addicts, every one of them. All much worse than living in total anarchy.

You are as crazy as a peach orchard boar, but you are blessed. You can say anything you want, no matter how stupid it is. But there's somebody who protects your free speech, so you need not worry. Until you fire him, too.

Don't know about the other states, but Mississippi and Alabama have had large numbers of people in poverty for a long time, lots of poverty families, and very large populations of blacks. In Texas, you'll meet lots of people whose middle or upper class families lived in those places generations ago, then fled to get to more prosperous places.
