Not necessarily. Not all drugs make you unaware of what is going on around you (many do exactly the opposite). I would say your description fits maybe a benzo addict but not really a cocaine addict.
Good. What's better? Not giving people a fair shake to correct the mistakes they have made, or force them to live off "handouts" from those who "produce"? You can't have it both ways, RWNJs. You can't, on one hand, deny people an opportunity to correct their life while expecting them to not live off the taxpayer trough.
It is generally not RWNJ's who pass law after law rendering virtually everyone a lawbreaker.
