There was no competition so I suspect some Crony Capitalism here. Why else would Obama give this huge and highly profitable project to a Canadian company when there are hundreds of highly skilled US web development companies looking for work? And then to top it off, this Canadian company was a failure.
CGI Federal’s parent company, Montreal-based CGI Group, was officially terminated in September 2012 by an Ontario government health agency after the firm missed three years of deadlines and failed to deliver the province’s flagship online medical registry.
And of course, it has the usual stench of a Big Government program;
"The federal health care exchange was built using 10-year-old technology that may require constant fixes and updates for the next six months and the eventual overhaul of the entire system, technology experts told USA TODAY…"

Canada must be bribing our civil servants and politicians. If the Keystone pipleline to China were not enough, now we have them to thank for healthcare.gov. It is time to invade, kill their men, and take their women.
I heard this yesterday. Has this even been widely reported or confirmed yet? Is this is true, it makes this Obamacare site a thousand times more of a disaster. And why is no one in the Admin being held responsible?
