The military is where most of the waste in the budget is - so it figures.

"CGI Federal, the IT contractor that has orchestrated most of the Healthcare.gov Web site. By most accounts, it's been a complete train wreck, for reasons both technical and bureaucratic.

CGI Federal is a wholly owned subsidiary of the Canadian firm CGI Group, which was founded in Quebec City in 1976 by a pair or 26-year-olds named Serge Godin and Andre Imbeau.

Godin, who stepped aside as CEO in 2006, is now a billionaire and makes upwards of $4 million a year.

CGI Federal is a relative newbie on the U.S. government IT contracting scene. It bought the U.S. contractor American Management Systems in 2004, but only started ramping up business after 2008, and accelerated in 2010 with the $1.1 billion acquisition of U.S.-based military IT contractor Stanley Inc. That sent its contracting work through the roof:

The track record of this company is like a SNL parody.

They did work (failed to do work is more accurate) for the Hawaii State Department of Taxation...

CGI also had two Obamacare-like train wrecks on behalf of the Canadian government.

The first was for a diabetes registry that didn't work correctly and the technology was outdated...

CGI using outdated technology?

Say it ain't so!

The second was a gun registry (don't get excited liberals, it's in Canada)...

Yeah the coding/design issues are interesting. They have been reported. Here is more on the Hawaii 2010 issue.
Obamacare Website Mess: 2010 Hawaii Audit Should Have Been ‘Red Flag’

Interesting in the contracts I was looking at I noticed several "large" deductions from OCC even Defense mgmt. That could be anything though. However, clearly they seem to be doing a great deal of contracting. Here is just one yr.

I can "imagine" CGI's working environment, beyond just Fairfax, but I cannot talk much about it.

Some people think that the system was underfunded: Donald Berwick, who administered the federal Centers for Medicare and Medicaid Services in 2010 and 2011, says the site failed because they didn't have enough money to build it from the start.
It is sufficient to say that they're a typical contractor, these days. I see many cases where suppliers bid aggressively to get contracts, and then size their projects based on how much they're getting paid rather than how much work is necessary to do well what they promised to do.

Others point fingers at the Department of Health and Human Services, which took years to issue final specifications, preventing CGI from really getting started until this spring.
These are very wise words.

Sorry, but all the blame falls on this Administration. Here is why.

They contracted this work out, and obviously had a deadline. Why did they only ask for statuses basically?

Ive been involved as a contractor working with a major power company who has been working on a big project using federal money. The Dept of Energy doesnt just simply ask for status updates along the way. There are specific things that need to be accomplished at this time, that time and so on. There are times where the power company actually has to SHOW them that this goal has been met. Not TELL them, SHOW them. And while all this is going on, the management, upper management, head honchos of this power company arent in the dark about what is going on.

So in my case, the DOE has done it right, though I must say they arent being as thorough as I think they should be because they're going to be in for a negative surprise soon enough when they find out things arent working as well as they're suppose to, but thats neither here nor there.

Whoever has run this health care crap, whoever has been responsible for oversight, failed miserably. They had a responsibility to make sure things were moving along, goals were met throughout the building of this. They didnt. The worst part is, NO ONE is being held accountable. No one has been fired. Is ANYONE in this Admin EVER held accountable?

If a submarine or ship runs aground, people are held accountable, including the Captain of the vessel, who usually is stripped of his duties. Most of the time, in the REAL world, when people fail to do their jobs, especially when it causes a huge embarrassment like this, they are dealt with, usually fired. But nothing here.

Whoever picked this company, should be fired.

Sabelius, or however her name is spelled, should be fired.

Whoever was supposed to monitor and make sure things were moving along on this should be fired. They did not do their jobs.

But alas, this is the government. More often than not, you dont get fired for failing at your duties or job. More often than not, there is no accountability. Why on earth do we put up with this, and why do liberals continue to believe in more government, bigger government knowing this?

Bots are still coming up with excuses for this total government clusterf*ck and will do so 'til the end of time.

The bottom line is - the money is gone, stolen. They probably gave really good kickbacks to the people at the top. Those same people would award them more contracts if given the opportunity.

Leftists are all criminals.

Anyone know, how much exactly was awarded to this contractor for this work? How much federal money was involved in this?

This.

I hate it when someone who can't write a single line of code comes up with an "idea" once the project has already started being written and they can't seem to understand why it's a hassle. You can't even explain to them why it is not possible, you might as well speak chinese to them.

you see, it is real simple. the government needs a product made. so they write a contract.

if the contractor lives up to the contract, but the end-product doesn't work, then that's the government's fault for writing an incoherent contract. (which is, based on the evidence thus far, what probably happened.)

if the contractor doesn't live up to the contract, then the government should blame the contractor, and sue them.

i think the comment was about whether obama selected them personally or not.
.. which is a different question than whether or not Obama is responsible. (and if so, how much so)
