After looking at various statistics: household debt, credit rating, retirement savings, welfare dependence, unemployment...

Utah was a clear contender in which the average person was financially successful, having favorable results in all categories.

Other than that, other states considered "red" struggled in one or more categories. Why is fiscal conservatism not that popular in red states?

Wrong question.

Utah has a particular type of conservative culture, however, based on what some conservatives talk about here, one would assume that other states would be more successful than they are. But I guess fiscal conservatism isn't a universally shared belief in conservatism except in certain subsets.

I think that if we look at conservative culture, there are two main subsets. One is centered in the South, which we know all about. The other is centered in Utah, and it extends into Idaho, Montana, Wyoming, the Dakotas, and Nebraska. The latter is one is decidedly NOT Southern and values things such as fiscal responsibility, education, and a well-functioning populous while generally maintaining conservative values. If you look at how the white vote has shifted in these states towards Republicans or Democrats, it's moved in the same direction as the rest of the country apart from the South.

Why doesn't the South value fiscal conservatism, though?

Let's stop beating around the bush here. Here's is an index of the states with the highest percentage of whites..(Or as the liberals like to say white homogenous populations).. Yopu'll notice that these states also are all fiscally conservative and have low crime rates. Not one of these states is from the South. There is your answer plain as vanilla.

United States - White Population Percentage by State
