How should we promote a culture of self-improvement?
As long as these poor are working low wage jobs and not moving forward it will be easy to offer welfare (as more and more people see wages and hours cut) in exchange for votes.
Well, federal financial aid for college has been available since the 60's.
Since education and initiative is the path to economic success, it would behoove those who don't want to work in a minimum wage job to take advantage of financial aid options to educate themselves in the skills valued by the marketplace.
They might also consider saving some feasible portion of their wages, applying for scholarships, working while studying, and lastly and if necessary, taking our student loans.
The ability to achieve a meaningful education is currently available to all Americans.
If one chooses to ignore the options that they have, and continue to settle for minimum wage, then they are their own worst enemy.
I am talking about developing a culture that promotes taking those options. Not at all different than when a parent tells a child that it's important to study.

There will always be someone working minimum wage regardless of culture. Unless of course the day comes that such jobs are automated.
While not everyone can, with the right method and motivation, many can. I was a math tutor in college, I helped people failing remedial math classes that claimed they "suck at math" go on to ace calculus.
...I'm just a deaf and dumb farmboy from the USSR that had spare time as a kid to figure out how to learn math.

We already had a culture of self improvement. Democrats destroyed it.
There was a time when social pressure was against being on welfare. It was a matter of pride. Democrats destroyed that and some Republicans cooperated.
I've seen Bob Beckel refer to this. The man is a big Obama supporter, wants single payer healthcare, and hates the Tea Party but I've seen him say that the war on poverty was a mistake. That instead of helping people to help themselves, it just created a class of dependent people.
But the Democrats rely on these peoples' votes. So instead of helping people out of poverty they simply enable them to live in it.

And even if there will always be minimum wage, we should develop a culture that places importance on developing skills so that people have enough skills to support themselves before they move out of their parent's house, move into a high cost of living area, have children, etc.
