LOL..I thought elections had consequences? I guess not for Dems, just change the rules after losing an election. They ALWAYS do this and then blame the other side for doing it. The Democratic party is nothing short of complete and utter Communist rule.

yes, elections have consequences. It means they're going to have to actually vote on something. Arnett, or someone else, has introduced this nearly every year for the last couple decades. Some sponsors have been Republicans in that time.
I will grant that it does look suspicious in that Pantelides wasn't supposed to beat the "immensely popular" (but arrogant and rude as Hell) Josh Cohen. Annapolis is very much a "retail politics/all politics is local" city.
