I'm sure it has far outlived its usefulness for the Federal government, but that never was the point, was it? What's next? "Free speech has outlived its usefulness" debate?

Free speech is another tool to interfere with government. Of course it out lived it's usefulness.

The Bill to amend Constitution would never get the votes it needs to become an amendment.

Correct - do these folks just think they can 'talk' away the 2nd Amendment?
They want it changed .. propose an Amendment and get to work.

Personally I feel that the second amendment HAS outlived its life. We need a new one that expands on its scope allowing for the personal rights we now have, plus the right to form well organized militias that CAN actually legally own tanks, rpg's, that sort of thing. I do however think nuclear, biological, chemical, and nanite weapons should remain banned.

How many illegals are in the US House of Representatives. I don't think that would pass the US Senate.

The Bill of Rights holds more weight than anything to come afterwards.
You may give up your rights to protect yourself, but I and many millions never will.
