What really needs to be done with the rampant gun victims and their lack of health insurance? Hospitals are quickly going bankrupt because of these individuals. I really think certain people like known gang members shouldn't receive free health care off the tax payer's expense. They'll just go out and get shot again wasting even more resources and space. These "thugs" are innocent until proven guilty, and doctors should do everything in their power to get them back to health, if for no other reason than to be healthy enough for a trial. Pre-judging someone as a thug and letting them die because of that is almost like imposing the death penalty without a trial. I'm not suggesting that a policy like some above suggested would amount to murder, but I think it's a bad idea.
That said, I don't believe in forcing (through the ER mandates) doctors and hospitals to absorb the cost of health care for those unable or unwilling to pay; caring for the poor is certainly something hospitals should do, but it should be of their own volition and dependent on the hospital's ability to absorb those costs. It's better for a hospital to cut care in certain areas or situations and keep operating rather than fold up altogether; there is room for a gradient rather than the all-or-nothing position hospitals are in now as per the situation the OP pointed out.
