It is, but it's natural in that language. I don't think that's what influences the valley girl and valley boy or the kardashian dull and whiney inflections.

Oh! I might do this! I say the words "totally" and "right on" a LOT! I try to catch myself but it happens out of almost instinct. That might be vocal fry. Even if the words sound correctly it can still be annoying to the ears I bet.
