Divide it equally three ways before taxes between myself, my sister, and my mom (dad no longer living). Purchase a handicap accessible home for my wife and I and furnish it. Purchase quality efficient cars for the two of us. Fly my wife to see spinal specialist to try to finally get her free from constant spinal pain. Take care of our other lesser medical problems. Pay out all debts in full. Transfer some of the money into my 401K (set up to gradually move away from stock market as I get older) and some to various high interest (by today's standards) accounts.

How about instead...research the financial firms folks who live in Conneticutt use and invest the money in Cayman Island accounts where the ROI is 20+% regularly with the fees being on the order of a million dollars per year (well worth it!)?

I'd give 10 million to the big food bank in my area.
I'd give 10 million to Pancreatic Cancer Research.
and I'd give the remaining 10 million to Breast Cancer research.
