Part of me says this is not the mission of FEMA to be handing out Fed money for this.
Why isn't the state stepping in and funding this essential service ?

This comes across as a stealth bailout but how long can it last ?
And what about the other essential services in the city ?
Will more "grant money" be found that ends up funding all the city services ?
What happens when more cities start looking for Federal "grant money" to fund their services ?

The Fire Dept now has 2 dedicated grant writers.
And these are grants, not loans so they will not be paid back.

Now, with a $24.2 million federal grant — the largest ever awarded by the Federal Emergency Management Agency to a fire department — and two savvy grant writers, the city stands to hire 150 new firefighters.

The Fire Department had never secured a grant from FEMA’s Staffing for Adequate Fire and Emergency Response Program, or SAFER, until 2011, when the foundation stepped in. Since then, the Fire Department captured a $22.5 million award in 2012, the largest SAFER grant awarded up to that point, that kept 108 firefighters from layoffs. In October of that year, the city laid off 26 firefighters, but they returned a month later under another SAFER grant of $5.6 million.

The SAFER grant comes amid an effort by the Obama administration to invest in Detroit's economic recovery and enhance quality of life for residents. In September, the administration announced in Detroit that it would unlock $300 million in new and repurposed grants.

So each new firefighter costs the city $161,333?

No wonder Detroit -- and the Feds -- are broke.

I'd venture that a good chunk of that money is finding it's way into their General Fund to pay other bills as well.

Read the entire article ……. this is their 3rd round of "grants" from FEMA to pay the salaries and pensions of Detroit Firefighters. 2011, 2012 & 2013

I'm sure it's not a "bailout" - Obama said there would be no Bailouts for Detroit ….. Period.
I'm sure that the Federal Taxpayer is funding the salary and pensions of Firefighters in all cities in the USA.
It's called "investment".

So not only is the Fed handing out money to promote dependency among people they are also doing it to states as well.

Grants are no different than welfare.
And there's no mention of accountability or tracking.

There's a heck of a lot of money swirling around that we have no clue about.
We only get bits and pieces of what's really going on.

The federal government makes grants to cities across the country for many different things. The grant to Detroit is no different; and it has nothing to do with the pending Chapter 9 municipal reorganization proceedings.

Good point.
All states got stimulus money.

This is a different program..grant money from FEMA.
Obama freed up $300 million to revitalize Detroit via grants.

And many other states did the same with the 2009 stimulus money so I don't know why you singled out Texas.
I also considered the stimulus to be a bailout.
States were not held accountable either.
There were lots of bike paths and repaving of roads but a good chunk went into their General Funds to balance their budgets because states cannot go into debt.
