There have been lots of studies about this. Both sexes engage in it, but they differ in where the eyes go first. Men go chest-eyes. Women do hands-crotch-eyes.
When men "check each other out", the first concern isn't sex, it's threat assessment. We check each others hands for weapons. It is the reason for the universal open- handed wave on greeting- to assure strangers we come in peace.
BTW, there is nothing in that article you linked, or the study itself, to support the thesis of the article, or your post. I recommend both you and the author take a critical thinking class.
Hmmm, I don't think so, at least for me. I check out a guys hair & face. I do check out their hands too, just not first thing. There is nothing worse than a guy with t-rex hands. Yuck, get those things away from me.
