Yes, there are a lot of stupid people out there. Always has been.

You also have many older people with failing mental health, poor memories, confusion etc.

Stupid people aren't new. Since there have been humans there have been stupid people. Sometimes they come up with funny things though.

There are also people who are disabled from genetic disorders, age, cognitive decline (Alzhiemers), insanity, nutritional deficientcies, injury, and insanity. You never know what happens to people. I knew some one who was kind of slow, pleasant but you could tell something wasn't right. He was a combat veteran that while being airlifted out after being shot the helicopter was shot down and crushed his skull and spine.

You are right that this is sometimes the case. Don't think so on this one.

Here's another theory - non-black people on occasion will say certain black people look alike, when that is not the case from black people's perspective.

Sometimes. Other times they intentionally seek out people for the comedy value.

Ever seen the "Jaywalking" segment on Jay Leno?

They go out on the street asking people questions and the answers are both sad and hillarious.

Things like, which president was a WW2 fighter pilot? Um, Abraham Lincoln?
