It is quite clear that Harrier is referring to a specific individual for whose name he gave excellent hints.

Why should Harrier refer to this person by name?

The point is that Harrier is constantly telling this individual that religion should not be part of a public policy debate and yet this person still mentions the Bible and Christianity every chance he gets.

The marriage tally is now at 800 in Utah. Today, the 31st, is expected to be another heavy day at the license bureaus.
