For those crying fraud - are you aware the most states issue an altered birth certificate for adopted kids? The names of the parents, sometimes the place of birth are changed. It is a lie, really. Fraud. But our society judged that this was best for the families involved.
Fraud has a victim. If a guy who has undergone a sex change operation and lives as a women is given a birth certificate that says she's a women, who is the victim of fraud and how has that victim been harmed?
If the transgendered woman marries a man and she never reveals that she's transgender, that's fraudulent. That man cannot have children with his new wife.

But how stupid would a guy have to be to not figure out at some point that it's not a woman he's sleeping with, no matter what has been chopped off? Plastic surgery, dealing only with the superficial outward appearance, is no that good. And mutilation, which is what this really amounts to, is an even less exact science.
This is a political argument about what to do with the mentally deranged, and facts are sorely missing from the discussion.

The New Jersey state Senate has approved a bill that would require the state Health Department to issue a new birth certificate for people who have completed the clinical process of altering their gender.
The bill would require a new birth record for people who have undergone “clinically appropriate treatment for the purpose of gender transition, based on contemporary medical standards, or that the person has an intersex condition.
