How about because the local authorities have proof before hand and charge them as such?
The feds are still investigating George Zimmerman and the Sanford PD for violating Trayvon Martins's civil rights. Yet they did nothing in a single knockout game crime before the white-on-black incident.
The so-called 'Civil Rights Division' investigates when it wants to.
Why did the Feds need to become involved even if it was a hate crime? Texas has hate crime laws plus additional penalties for crimes committed against the elderly.

Yeah, because that's how the American criminal justice system works. We charge people with every crime for which there isn't evidence proving it wasn't committed.
