I think you are referring to the Lifeline Program which is a part of the massive 1996 Telecommunications Act, sponsored by Republicans. Lifeline is a tiny part of this act. Approval was bipartisan and veto-proof.

No federal money is used to subsidize this program. It was and remains a big bone for some telecommunication provider lobbies.

Investigations and audits have determined that carriers have been a tad lax about documentation associated with such phones, all along.

Good post.

Why do so many Democrats continue to deny the huge amount of waste and fraud perpetrated by our government? You cannot spend $3.6 trillion without having hundreds of billions in waste and fraud.

Not true at all. The feds collect the taxes on our cell phones, then use the money to fund ObamaPhones.
