Why does your state execpt federal dollars? because the residents of your state pay for federal taxes for education.

Your problem isnt with Holder, it is with the tax structure. Until you fix your state's-federal government tax structure, then the federal government has a say

Once you divest from the federal government and taxes, then your state can act as atonomous entity.

Actually the state-fed tax structure is more messed up than that.
Why have the fed collect money from the states only to return it to them with fed strings attached ?

The fed should collect what it needs to run itself.
The fed should not be collecting money from states only to turn around and dole it back out to them.

I never advocated for zero tolerance.
