Reagan was vastly respected, Obama not at all. Reagan NEVER "whined".

Obama has no idea, no clue, not the first inkling of a notion what leadership, accountability, and wisdom are. He's gotten his way by manipulating others (who want to be manipulated), and when he bumps up against those who won't manipulate, he think's he's a victim.

Obama whining is a valid point. He does go to great lengths to deflect and find others to blame when he is the President and by default owns the good and the bad that happens under his watch.
