They can be, but corps do worry about having a local talent pool. It took a few years of pitching middle Tn to Nissan by our ex-governor before they seriously entertained the idea of moving the corp hq. Now suppliers do follow, their ad firm was the same one who did the Energizer Bunny campaign, and after the Nissan move, this firm opened their first non-coastal USA office in Nashville.

But corps do worry about the issue of, at minimum, having a local pool, for future refills of professional positions.

The state aggressively courted the Chinese electric-car maker, hoping it would create jobs and put electric vehicles on the road.
But last month, California fined BYD almost $100,000 for violating the state's minimum-wage laws, The New York Times reports."

"BYD (which stands for Build Your Dreams) employs 40 people in California, five of whom are temporary workers brought in from China.
Those five employees were reportedly paid far less than the state's $8.00-an-hour minimum wage.
BYD America vice president Micheal Austin told the Times that they were in California to install equipment and train permanent employees at BYD's U.S. factory. The company claims the workers--in the United States on legal work visas--are not subject to state labor laws.
Workers told investigators that they are staying in the U.S. for one to six months. One worker said they were making the equivalent of $1.50 per hour, plus a $50-per-day allowance for food and other expenses.
Last year, BYD won a contract to build 15 electric buses for the city of Long Beach, and soon afterward it signed an agreement with Los Angeles for up to 25 buses.
LA Metro agreed to test five of BYD's 40-foot electric buses, and buy 20 more if they performed well."

It's not just California either as Chinese firms are now moving in mass to open up manufacturing operations in the US and this foreign investment is doing a heck of a lot of good for many communities.

NPR reporting about one Chinese auto glass maker who has reopened a long closed GM factory in a depressed part of the midwest.

I don't mind that at all. It's only right-wing xenophobes that hate foreigners that would be against this. Of course, add insult to injury that the Chinese are investing in the Upper Midwest, traditional blue collar union Democrat territory over some neo-Confederate state

An American Waterfront (Made In China) – Next City

Toledo is getting major investment and an all new waterfront with Chinese investment. I know the xenophobes get upset at the idea of foreigners investing in America but the truth is we really need the investment and it's a good thing to have people willing to invest their money in helping American cities succeed.

They get especially upset when that direct foreign investment go into blue states

In the early 1970's Japanese cars were considered junk but now they're some of the most popular models. In the mid 1980's when Hyundai started selling cars in America the brand was considered about the same as a Yugo but now they're considered great cars. The same thing is going to happen with Chinese cars and the American industry ignores that at its peril.

That said, yes, a region getting a factory for a Chinese car maker is just as big a deal long term as getting a factory for a domestic, Asian, or European maker. It means jobs and taxes paid.
