She was probably arrested for petty larceny, which did indeed stem from not returning a video 9 years ago. However, since the warrant was issued and in the system, that's that.
The warrant in the system doesn't lay out the facts of the case, it's just going to say what it's for, what the bail is, if they'll extradite should she be detained outside the jurisdiction, etc. If it's a bench warrant 'cause she didn't show up the first time, then they can't just cite and release, she has to go before a judge...

My take is she was probably issued a summons to appear before the magistrate and ignored it, the warrant is probably for failure to appear and has very little to do with the video tape...
It's stupid that this happened, but it's even more stupid that the woman let it happen.
1. She "RENTED" a vcr tape.
2. She failed to return it.
3. It appears NUMEROUS attempts were made to contact her to get the tape returned.
4. It IS considered theft, if they issued a warrant, and it's in the system, she will have her day in court.
