I don't know who "you guys" are, but I've never met anybody that wants to be like Somalia. I doubt that even people living in Somalia want to be like Somalia.
This is insane, for the government to essentially tell us that the water falling from the sky is their water, and we cannot collect it for use in irrigation or whatever the hell we want.

What I don't get is, a lot of these right-wingers, 99% of whom live east of the Mississippi River, act like since the Western states don't have a riparian system of water, then it's somehow oppression . Reminds me of idiot eastern transplants that move to Arizona and demand to have lawn sprinklers to have a green lawn in the middle of the desert

Boy do you have NO IDEA what you're talking about.
by collecting rainwater in the foothills, he is "diverting water from streams, creeks, or rivers" at their headwaters.
Unless he is constantly building the discharge side of his ponds higher, the water will fill them. Once they are filled, excess will flow out at the same rate it goes in. There is no (or very little, perhaps some more evaporation) less water heading downstream after his dams were built than before. He has 170 acres of property. I'd guess by the pictures that the ponds cover 5 acres, maybe 10 max. Somewhere under 10% of the property anyway.
