Not always.

Where I worked we had in our contract the number of people we wanted. We ALSO had contracts for individual people.

I'm curious -- what is the significance of Govt worker to population ration? Is that somehow intended to validate the growth of government?

Our government is the biggest employer in the country -- seems those are the only jobs Obama has been able to create. The rest just didn't materialize ("weren't as shovel ready as we thought" ha-ha). Yes, Mr. President. That was funny. NOT.

You do understand the difference between the size of government, and the workforce, right? Do you think things like Social Security, welfare, etc only consists of workforce ?

And considering the workforce, you do understand that the government is contracting out for more services evey single day, right? Guy 2 doors up from me has worked for the Patent office for 20 years.. 3 years ago he became a "private" employee, contracted out and no longer federal.
